Everything would probably be legal. Everything would be clean, and follows the the law to the letter.
I don't think there is any laws broken.
But then... someone is really not happy with Hippo losing an URA tender to an ex-URA Minister...
An educated team seems to behind this blog, writing and analysing the tender.
